GRECO delegation conducts 6th round evaluation visit in Luxembourg

From 22 to 26 September 2025, Luxembourg hosted a delegation from the Council of Europe’s Group of States against Corruption (GRECO) as part of its 6th Round Evaluation. The visit formed part of GRECO’s ongoing work to strengthen integrity and prevent corruption, with the current evaluation cycle focusing on the sub-national level. The delegation was made up of four evaluators from Austria, Belgium, France and Monaco, together with three representatives from the GRECO Secretariat. Their mandate was to examine how Luxembourg is addressing corruption risks in its municipalities and how integrity safeguards are applied in local public administration.

Focus on Luxembourg City and Dudelange

As part of the evaluation, Luxembourg selected two municipalities to take part on a voluntary basis. These were Luxembourg City, the capital and largest municipality, and Dudelange, one of the country’s major urban centres. The inclusion of both authorities was intended to provide insight into how anti-corruption measures and governance standards operate in different local contexts.

During the five-day visit, the delegation gathered detailed information on legal frameworks, institutional practices and preventive measures designed to reduce corruption risks at the municipal level.

Dialogue with authorities and civil society

The GRECO evaluators held a wide range of meetings with representatives from central government and oversight bodies, municipal councils and local public administrations. Discussions also took place with members of civil society, journalists and professionals from the legal sector.

These exchanges allowed the delegation to assess not only formal rules and procedures, but also how they function in practice, including transparency, accountability and the role of external oversight.

Next steps in the evaluation process

Following the on-site visit, GRECO will prepare an evaluation report analysing the situation in Luxembourg as a whole, as well as in the two participating municipalities. The report will set out findings and, where appropriate, recommendations aimed at strengthening integrity and preventing corruption at the sub-national level.

The draft report is expected to be examined by the GRECO plenary in June 2026, marking the next key milestone in the 6th Round Evaluation process for Luxembourg.
